For a painfully small set of problems, we can measure and get real data on the current performance.

Then any change, given enough time to settle, will give different data. Our decisions guided by what is changing, not what we think or hope.

For most essential problems data is hard. It is still worthwhile to change in the same way: Take stock of where things are, make the change, let it settle, and take stock again.
